Driving Licence Issuing Center of Eastern Hiroshima Prefecture: PFI Advisory Work

The driving licence issuing business in the eastern part of Hiroshima Prefecture used to involve driving tests on weekdays and driving licence renewal business on Sundays at Hiroshima Prefectural Fukuyama Test Center for Driving Licence run by Hiroshima Prefectural Police Headquarters. There was an increasing voice for the improvement of this test center as its building had deteriorated as well as was heavily congested, greatly inconveniencing users along with inadequate parking facilities. Under these circumstances, Hiroshima Prefectural Government decided to redevelop the Fukuyama Test Center as the Driving Licence Issuing Center of Eastern Hiroshima Prefecture (provisional name). The project was then implemented for the purpose of improving the administrative services relating to driving licences and making the driving licence issuing business more efficient. Actual improvements included the expansion of the same day licence renewal facility for driving licence holders, consolidation of traffic safety education, such as a lecture at the time of licence renewal, and provision of ample parking space for visitors.
The PFI (private finance initiative) was adopted as the project implementation method and EJEC acted as the PFI advisor to assist the implementing body.
